The other instances of organization for special purposes which have been remarked, have superficially, at least, been making for conservatism. The millionaire and the professional politician want above all things to be let alone, and to be allowed to enjoy the benefit of their conquests.

No doubt there were British administrators in India whose innate conservatism, coupled with the narrowness which years of routine work and official self-confidence are apt to breed, revolted against any transfer of power to, or any recognition of equality with, the people of the country they had spent their lives in ruling with unquestioned but, as they at least conceived it, paternal authority.
As Mazzini saw, the French Revolution failed because it emphasized the rights so disproportionately in comparison with the duties of man. Conservatism fails, on the other hand, because its conception of duty inevitably ceases before long to be an ethical conception: duty in the mouth of reactionaries usually means simply obedience to one's "betters."
England is certainly the first and foremost. Endowed with all the characteristics of the Scandinavian race, which we shall touch upon after, deeply infused with the blood of the Danes and Northmen, she has all the indomitable energy, all the systematic grasp of mind and sternness of purpose joined to the wise spirit of compromise and conservatism of the men of the far North; she, of all nations, has inherited their great power of expansion at sea, possessing all the roving propensities of the old Vikings, and the spirit of trade, enterprise, and colonization, of those old Phoenicians of the arctic circle.
One may praise the steadfastness with which the Church fought for what its bishops believed to be right, or one may, on the other hand, decry the arrogance of its pretensions to civil power and its hampering conservatism; but as the great central fact in the history of New France, the hegemony of Catholicism cannot be ignored.
Who shall say what is a town, or where shall be its limits? Bits of counties might be borrowed, so as to lessen the Conservatism of the county without endangering the Liberalism of the borough. And then there were the boroughs with one member, and then the groups of little boroughs.
America occupies an intermediate position. One may say broadly that the old traditional education, with the military governors and the British and Japanese influence, stands for Conservatism; America and its commerce and its educational institutions stand for Liberalism; while the native modern education, practically though not theoretically, stands for Socialism.
