The "new or nearer Union of Brussels" was signed on the 10th of December, eleven months after the formation of the first union. This was the third and, unfortunately, the last confederation of all the Netherlands. The original records have been lost, but it is known that the measure was accepted unanimously in the estates-general as soon as presented.
When slavery drives this country to sectional issues; when it corrupts the federal power; when it serves the ambition of those who would drag us into foreign broils; when patriotic men, North and South, ceased to come forward for the safety of a confederation, then will sectionalism wage its angry wars against a noble edifice, whose foundation history tells us must totter under the siege of strife.
Their nominal allegiance to the individual colony was weakened by their underlying consciousness that they really were a part of a greater nation; their national allegiance had never been claimed by any power. The weakness of the confederation was apparent even before its complete ratification. The Articles of Confederation were proposed by the Continental Congress, Nov. 15, 1777.
Opechancanough, King of the Pamunkey Indian confederation, planned and executed the massacre, which most historians attribute to the steadily increasing pressure exerted by the English on the Indians' lands. When the province entered the confederation of Canada in 1871 it was governed by a lieutenant-governor appointed by the crown, a legislature composed of heads of the public departments and several elected members.
If the powers of a federal head were to be established on as weak a frame as that on which the present confederation is founded, what effect would any constitution have in giving energy to measures designed to promote the glory of the Union, and for establishing its honour and credit? One great object of the federal Convention was, to give more power to future Assemblies of the States.
As soon as the confederation resolution was passed the Hon. A. J. Smith moved a resolution which, after reciting the steps which had already been taken in favour of union with Canada, continued as follows:
I believe Congress were by no means dissatisfied with the freedom the Convention took with the Articles of Confederation; I believe further that with very few exceptions, that honorable body approves of the New Constitution; and that they did not accompany it to the States with a recommendatory capitation or circular letter, proceeded from a delicate attention to the members of the late Convention, to a few of their own body, and to the people of America at large.
