President, that the plainest account of the establishment of this government presents the most just and philosophical view of its foundation. The people of the several States had their separate State governments; and between the States there also existed a Confederation.
"Finally, you say, if my Lords do not cast me off, you will take occasion to make known at Zurich, before the city and the canton, what you have suffered from them and me; to which I answer: If the Articles of Confederation would permit, I would be willing that you, my Lords, and I should freely explain how matters have been going, not only before the communities of my Lords, but before all the people of the entire Confederacy.
This caused a fresh complication. Luxemburg in 1815 was not merely severed from the Netherlands; it, as a sovereign grand-duchy, was made a state of the Germanic confederation. By virtue of the exchange sanctioned by the treaty of 1839, the ceded portion of Limburg became a state of the confederation.
Their confederation was a natural one, for they were of the same stock and spoke the same language, and all attempts to separate them had been in vain. Mohawks, Cayugas, Onondagas, Oneidas, and Senecas were each proud of their own totems and their own chiefs, but in war they were Iroquois, and the enemy of one was the enemy of all.

To this end the proposition submitted by Paterson of New Jersey, in the early sittings of the Convention, for a mere enlargement of the powers of the Confederation, was decisively rejected.
The thread of the negotiations was taken up; but the Belgian government insisted, with the full support of Palmerston, that as a preliminary to any further discussion the King of Holland must obtain the assent of the German Confederation and of the Nassau agnates to the proposed territorial rearrangements. William declined to ask for this assent. The Conference on this was indefinitely suspended.
The means to countermine and defeat these projected designs I take to be these: the continuance of his Majesty's constant resolution for the protection of religion, and then that the King would be pleased to procure a general confederation between the kings, princes, and commonwealths professing religion, namely, Denmark, Sweden, the German princes, the Protestant cantons of Switzerland, and our United Provinces.
The rivalry and jealousy among the States had brought matters to such a pass that either Congress must be vested with adequate powers or the Confederation must collapse. But the Articles of Confederation provided no remedy, and it had been found that amendments to that instrument could not be obtained. It was necessary, therefore, to proceed in some extra-legal fashion.
