As early as January, in the exciting days when Floyd's resignation was being interpreted as a call to arms, the Virginia Legislature had resolved that it would not consent to the coercion of a seceding State.

When we speak of coercion, we do not mean violence, but only the assertion of constituted and acknowledged authority. Even if seceding States could be conquered back again, they would not be worth the conquest.

And so my plot involved you; you were the only one through whom I could strike. There were times when I faltered. I could not bear the thought of sacrificing Hetty Castleton, nor was it easy to thoroughly appease my conscience in respect to you. Still, if I could have had my way a few months ago, if coercion had been of any avail, you would now be the husband of your brother's slayer.

It will be remembered that it happened at the end of all the obstructive tactics used by Parnell and his Home Rule Party, which was organized to prevent coercion being used, and also to force on England the compulsion of legislating promptly for Ireland the measures demanded by the Nationalists.

The most pronounced Republicans, as Seward and Stanton, would gladly have voted to re-enforce the Constitution's guarantee to slavery in the slave States. Throughout the North the feeling was strong against all efforts at coercion. Most democratic papers and many republican ones insisted loudly that use of arms was not to be mentioned, and that the South must be conciliated.

Wages and hours and working conditions could be changed, they had learned, only by coercion. This coercion could be applied, in general reforms, only by society, by stress of public opinion. But in concrete cases, in their own personal environment, the coercion had to be first applied by themselves.

Moral coercion and the tendency to interfere by law on moral grounds with the habits of men, even when those habits in no degree interfere with others, have increased. It is one of the marked tendencies of Anglo-Saxon democracy, and it is very far from being peculiar to, or even specially prominent in, any one Church.

Men are apt to believe that crime and coercion are inevitably associated. There was abundance of precedent for the course, which seemed also a natural one. In less than a century there had been seventeen coercive acts for Ireland, a circumstance which might make some ponder whether such legislation were as efficacious as it was violent.

"Still," said Theodore, "it is very remarkable that so many of those supposititious witches of their own accord confessed their pact, and other relations, with the Evil One, without any coercion whatever.

He would not suffer his evil, smiling lips to tell the story of the flight of the oligarchs from Rome, and confess that Lentulus and Claudia were no farther off than Capua. The consul had ordered that his niece should not know of their proximity and its cause, lest she pluck up hope, and all his coercion be wasted. So there was silence, and that was all. Even her mother did not write to her.
