The Turkish Government, under the terms of the so-called Capitulations, or agreements, had no jurisdiction over an American, for instance, or a Frenchman, who could not be arrested without the consent of his consul. In the Ottoman Empire, where law and justice are not at a premium, such protection was a wholesome and necessary policy.

An ordinance had passed the houses, that no quarter should be given to any Irishman, or any papist born in Ireland; that they should be excepted out of all capitulations; and that whenever they were taken, they should forthwith be put to death. Rushworth, v. 729. Oct. 24, 1644. By the navy this was vigorously executed. The Irish sailors were invariably bound back to back, and thrown into the sea.

In Article 2 England, while disclaiming any intention to alter the system of Capitulations or the judicial organization of Egypt, reserved the right to reform the Egyptian legislative system on the model of other civilized countries; and France agreed on condition that she should not be impeded from making similar reforms in Morocco. The fifth Article related to the Egyptian national debt.

The city of Brussels had been reduced during the winter; so that the enemy were in possession of all the Austrian Netherlands, except a few fortresses. Great part of the forces belonging to the republic were restricted from action by capitulations, to which they had subscribed. The states were divided in their councils between the two factions which had long subsisted.

On the contrary they most sternly ordered the Prince of Montenegro to prevent his men from rushing to the aid of the insurgents. Nor did Europe make any protest when the capitulations were abolished by Austria, though the land was nominally still a Turkish province. And Austrian coinage soon entirely replaced Turkish money.

China had recognized that she must at least adopt Western technical and industrial progress in order to continue to exist as an independent state. But the building up of industry demanded large sums of money. The existing Chinese banks were quite incapable of providing the capital needed; but the acceptance of capital from abroad led at once, every time, to further political capitulations.

Those who lived in the middle of the kingdom took shelter in the nearest garrisons occupied by the Hugonots; and finding that they could repose no faith in capitulations, and expect no clemency, were determined to defend themselves to the last extremity.
