The Save is the greatest of all the tributaries of the Danube, and is uninterruptedly navigable for steamers a distance of two hundred miles. This river is the natural canal for the connexion of Servia and the Banat with the Adriatic. It also offers to our summer tourists, on the completion of the Lombard-Venetian railway, an entirely new and agreeable route to the East.
For treaties must be respected. And the argument is sound. On the other hand, they were bound by a similar treaty to give Rumania the whole Banat, the Rumanian districts of Hungary and the Bukovina as far as the river Pruth. But at the Conference they repudiated this engagement. In 1916 they stipulated that if Rumania entered the war they would co-operate with ample military forces.
A little while after the Russian war was ended in 1773 a plan was made by the Metropolitan and some monks to reconstruct the old Serbian Kingdom and to include in it besides Bulgaria, Serbia, Upper Albania, Dalmatia and Bosnia, also the Banat of Karlstadt and Slavonia.
On hearing that I was an Englishman, he expressed a wish to hear as much of England as possible, and appeared thunderstruck, when I told him that London had nearly two millions of inhabitants, being four hundred thousand more than the population of the whole of the Banat.
Thrice weekly a train composed of an assortment of ramshackle and dilapidated coaches, called by courtesy the Orient Express, which maintained an average speed of fifteen miles an hour, left Bucharest for Vincovce, a small junction town in the Banat, where it was supposed to make connections with the south-bound Simplon Express from Paris to Belgrade and with the north-bound express from Belgrade to Paris.
When he lifted himself up on his hind legs he was half a head taller than Joco, his master. The villagers stood round them with anxious delight, and animated the bear with shouts of "Jump, Ibrahim! Hop, Ibrahim!" but nobody ventured to go near. Joco was no stranger to these people. After every harvest he visited the rich villages of Banat with his bear.
Toward the end of August Rumania's doings in Hungary and her alleged designs on the Banat alarmed and angered the delegates, whose authority was being flouted with impunity; and by way of summarily terminating the scandal and preventing unpleasant surprises M. Clemenceau proposed that all further consignments of arms to Rumania should cease.
It was partly in order to possess herself of these abundant resources and create an accomplished fact that Serbia, who also founded her claim on higher ground, laid hands on the administration of the Banat. But the experiment was disappointing. The Jugoslavs having failed to maintain themselves there, the bargain just sketched was entered into by officers of the Hungarian and Allied armies.

The Austrian uniform is white in Moravia and brown in the Banat, because the sheep there are of that color. The Spaniard wears the tabarra, as he receives the material from the goat. The Arabian is white from head to foot, because the heat of his climate requires it; and the Mujik does not wear his caftan from caprice, but because it suits him best.
