The legislature was in session at the time, however, and came to his relief. A law was enacted authorizing the governor to accept the services of ten additional regiments, one from each congressional district, for one month, to be paid by the State, but pledged to go into the service of the United States if there should be a further call during their term.

But at the special session of 1835 a law was passed authorizing a loan of half a million dollars for this purpose; the loan was effected by Governor Duncan the following year, and in June, aboard of canal commissioners having been appointed, a beginning was actually made with pick and shovel. A restless feeling of hazardous speculation seemed to be taking possession of the State.
The Assembly of July 1653, in addition to authorizing exploration and settlement on the Roanoke and Chowan rivers in present-day North Carolina, and exploration into the Appalachian Mountains, ordered that a county to be called Westmoreland should be set up west of Northumberland County on the Potomac, with boundaries from Machodoc River to the falls of the Potomac above the town of the Anacostan Indians.
