Mr. Keepum could boast of killing two poor men; Mr. Snivel could testify to the fallacy of the law by gaining him an honorable acquittal. There were numerous indictments against Mr. Keepum for his dealings in lottery tickets, but they found their way into the Attorney-General's pocket, and it was whispered he meant to keep them there.
This was plainly designed to keep the books open in order that under the Attorney-General's interpretation of the Reconstruction laws, published June 20, many persons who had been excluded by the registration boards could yet be registered, so I decided to close the registration, unless required by the President unconditionally, and in specific orders, to extend the time.
Any proposition emanating from Judge Willis was systematically opposed by the Attorney-General. The Judge in his turn availed himself of several opportunities of showing how little weight he attached to the Attorney-General's opinions. Worse still, he brought upon himself the lasting indignation of the Lieutenant-Governor.
Collins, having no faith in Attorney-General Robinson's integrity, was very unwilling that the prosecution of these cases should be conducted by him. Boulton was not only the Attorney-General's colleague as a law officer of the Crown, but was his warm personal friend, as well as a connexion by marriage.
Fish, one felt rather happily suited, and one was still better off in the Interior Department with J. D. Cox. Indeed, if Cox had been in the Treasury and Boutwell in the Interior, one would have been quite satisfied as far as personal relations went, while, in the Attorney-General's Office, Judge Hoar seemed to fill every possible ideal, both personal and political.
"Row!" exclaimed the friend who was no longer a friend, "You're the man that's makin' the row. The Conservatives have 'phoned in to the Attorney-General's Department to-night to see what's to be done with you for standin' between a man and his heaven-born birthright, keepin' and confinin' of a man in a cellar, owned by and closed by you!"
Judge Willie was not long in discovering that some sentiment of this sort was in the air, but he does not appear to have made sufficient allowance for it, and manifested a disposition to carry things with a high hand. He entertained a poor opinion of the Attorney-General's professional attainments, and did not sufficiently conceal this opinion.

For several years, while a clerk in the Attorney-General's Office in Washington, his exercise for an hour each day consisted in tossing a few feet into the air, as he walked, a round, smooth stone, of about one pound weight, and catching it as it fell.
It must be understood that Judge Willis had not properly before him any facts upon which to base his opinion as to the Attorney-General's having neglected his duty.
