Most writers say that Solon constituted the senate of the Areopagus, as is related above; and this view is supported by the fact that Drakon nowhere mentions or names the Areopagites, but in all cases of murder refers to the Ephetai. However, the eighth law on the thirteenth table of the laws of Solon runs thus:

Both Ephialtes and Pericles abridged the power of the Areopagites, the latter of whom introduced the method of paying those who attended the courts of justice: and thus every one who aimed at being popular proceeded increasing the power of the people to what we now see it.

These superb Areopagites exercised over the wives and daughters of the inferior citizens to whom all of L , except the Abbey Hill, owed its prosperity, the same kind of mysterious influence which the fine ladies of May Fair and Belgravia are reported to hold over the female denizens of Bloomsbury and Marylebone.

It was here that the Council of Areopagus met, frequently called the Upper Council, to distinguish it from the Council of Five Hundred, which assembled in the valley below. The Areopagites sat as judges in the open air, and two blocks of stone are still to be seen, probably those which were occupied respectively by the accuser and the accused.

In this doubtful quandary and uncertainty what to pitch upon, he sent to the Areopagites then sitting at Athens to learn and obtain their advice and judgment.

The number of the areopagites depending upon the number of the archons, was necessarily fluctuating and uncertain. An archon was not necessarily admitted to the areopagus. He previously underwent a rigorous and severe examination of the manner in which he had discharged the duties of his office, and was liable to expulsion upon proofs of immorality or unworthiness.

He is reported also to have presented a person with a crown who adjudged the victory to another; and some say that it is the statue of that judge which is placed in the forum. They say also, that Pisistratus submitted to be summoned into the court of the Areopagites.

An ascent, short, but steep and tortuous, conducted at once to the old Abbey Church, nobly situated in a vast quadrangle, round which were the genteel and gloomy dwellings of the Areopagites of the Hill. More genteel and less gloomy than the rest lights at the windows and flowers on the balcony stood forth, flanked by a garden wall at either side, the mansion of Mrs. Colonel Poyntz.

The Sanhedrim of Israel, being the supreme, and a constant court of judicature, could not choose but be exceeding gainful. The Senate of the Bean in Athens, because it was but annual, was moderately salaried; but that of the Areopagites, being for life, bountifully; and what advantages the senators of Lacedaemon had, where there was little money or use of it, were in honors for life.
