When we direct this glance to the sanitary state of Paris, the name of Bailly will again present itself in the first line amongst the promoters of a capital amelioration, which I shall point out in a few words.

What I see in the midst of the divergencies of all these reforming sects is a waste of generous sentiments and of noble thoughts, a tendency towards social amelioration, but an impossibility for the time to bring forth through the want of a head to that great body with a hundred hands, that tears itself to pieces, for not knowing what to attack. So far the struggles make only dust and noise.
This useful reform, which has been clamored for so long, is due in part to the influence of the economists, who, on this occasion as on many others which I cannot recall, have shown the most honorable zeal, and have left the idle declamations of socialism very far in the rear. But here again the good resulting from the law for the amelioration of the condition of the poor is wholly illusory.
A truly philanthropic sentiment is most potent for good in the power of knowledge, and may be made most powerful for evil through misconception of or inadequate comprehension of facts. As we grow in aspirations after the highest welfare of the insane, let us widen our knowledge of the real nature of insanity and the necessities for its amelioration, prevention, and cure.
