While the Balkan belligerents were settling upon terms of peace among themselves, the conference of ambassadors at London was trying to bring the settlement of the Albanian problem to a conclusion.

There was friction amounting to bloodshed between French and Italians at Fiume, and an Albanian rising against the protectorate which Italy had proclaimed.

The work of the Ottoman Turk we all know. These latter settlers remain alongside of the Slav, just as the Slav remains alongside of the earlier settlers. The Slavonized Bulgarians are the only instance of assimilation such as we are used to in the West. All the other races, old and new, from the Albanian to the Ottoman, are still there, each keeping its national being and its national speech.

Essad then addressed Mr. Wilson in Albanian, Stavro translated his words into French, and the President listened in silence. It was the impression of those in the room that, at any rate, Mr. Wilson understood and appreciated the gist of the Pasha's sharp criticism of Italy's behavior.

Grasping the fact that by means of these publications an immense national propaganda could be worked, he spared no pains, and by carefully selecting and training Albanian colporteurs, whose business it was to learn in which districts the officials were dangerous, where they were sympathetic, and where there were Nationalists willing themselves to risk receiving and distributing books, succeeded to a remarkable degree.

As for our Albanian testaments, Moslems as well as Christians bought them; and the book of Genesis, with the tale of Potiphar's wife, sold like hot cakes. At Berat, where there was a Greek Consul and a Turkish Kaimmakam, we were stopped by the police at the entrance of the town and all our Albanian books were taken from us. But no objection was made to those in Turkish and Greek.

The Mamelukes knew what they were about when they kidnapped hardy Albanian youths to carry on their rule in Egypt and passed over their own progeny. Kingsley has shown us in "Hypatia" what the Nile valley did for the Christian Church.

He turned to the doorway where a stew-pot rested, and his mind dwelt cheerfully on the lamb he had looted for Fielding's dinner. But last of all his eye rested upon his bobtailed Arab, the shameless thing in an Arab country, where every horse rears his tail as a peacock spreads his feathers, as a marching Albanian lifts his foot. The bobtailed Arab's nose was up, his stump was high.

The horse, in all twelve hundred strong, consisted of three Italian, two Albanian, and seven Spanish squadrons, light and heavy cavalry, and the chief command was held by Ferdinand and Frederick of Toledo, the two sons of Alva.

The first argument could easily be met by the neutralization of the Corfù straits, and it is also considerably weakened by the fact that the position which really commands the mouth of the Adriatic from the eastern side is not the Corfù channel beyond it but the magnificent bay of Avlona just within its narrowest section, and this is a Moslem district to which the Epirots have never laid claim, and which would therefore in any case fall within the Albanian frontier.
