Your attention is respectfully called to the report of the Postmaster General for the detailed operation of his Department during the last fiscal year, from which it will be seen that the receipts from postages for that time were less by $1,431,696 than for the preceding fiscal year, being a decrease of about 23 per cent.
Eighty-one vessels of every description are in use, armed with 696 guns. The number of enlisted men in the service, including apprentices, has been reduced to 8,500. An increase of navy-yard facilities is recommended as a measure which will in the event of war be promotive of economy and security.
In the cotton industry there were employed, at the time of the same census, 2,696 women and 2,520 children; and a proportionate increase in numbers has taken place. In the flax and hemp industries nearly seventy thousand workers used hand-looms at home, the larger proportion of these being women.
The route from Independence to Stockton, which cost Uncle Sam $80,000.00 a year, collected in nine months only $1,255.00 in postal revenues, whereupon it was abolished July 1st, 1859. By the close of 1859 there were at least six different mail routes across the continent from the Missouri to the Pacific Coast. They were costing the Government a total of $2,184,696.00 and returning $339,747.34.
The annexation of Cyprus was decreed in 696 by the people, that is, by the leaders of the democracy, the support given to piracy by the Cypriots being alleged as the official reason why that course should now be adopted. Marcus Cato, entrusted by his opponents with the execution of this measure, came to the island without an army; but he had no need of one.
Against the Danish total of 696 guns on the ships and Trekroner fortification, Nelson's squadron had 1014, but three of his main units grounded during the approach and were of little service. There was no effort at concentration, the British when in position engaging the whole southern part of the Danish line.
They continued to protect the coasts with guards of cavalry and small squadrons, and though as the expeditions to be mentioned afterwards against Cyprus in 696 and Egypt in 699 show, piracy was not thoroughly mastered, it yet after the expedition of Pompeius amidst all the vicissitudes and political crises of Rome could never again so raise its head and so totally dislodge the Romans from the sea, as it had done under the government of the mouldering oligarchy.

And were the authority of such precedents admitted, the utmost that could be inferred is, that the constitution of England was, at that time, an inconsistent fabric, whose jarring and discordant parts must soon destroy each other, and from the dissolution of the old, beget some new form of civil government, more uniform and consistent. * See note AAA, at the end of the volume. Kennet, p. 696.
