In the autumn of 691, Quintus Metellus Nepos arrived from the camp of Pompeius in the capital, and came forward as a candidate for the tribuneship, with the express design of employing that position to procure for Pompeius the consulship for the year 693 and more immediately, by special decree of the people, the conduct of the war against Catilina. The excitement in Rome was great.

As she wrote in her joyous letters to her husband, there was nothing lacking that could charm the eyes or please the mind, and the courtesy and hospitality of the venerable old Doge and of the Venetian Signory left nothing to be desired. Luzio-Renier, op. cit., p. 376. Molmenti, op. cit., p. 693.

Pompeius' own instruments such as the consuls elected by his influence and partly by his money, Marcus Pupius Piso for 693 and Lucius Afranius for 694 showed themselves unskilful and useless.

The President pointed out that there was ample scope for the volunteer system in augmenting the two established services, which needed as many men as the draft army. On April 1, 1917, before war was declared, the regular army and National Guard numbered about 225,000 men. These branches needed augmenting to a strength of 293,000 and 400,000 respectively, making a combined force of 693,000.
