On Saturday, June 19th, I called upon Professor Wundt at his home in Leipsic; with respect to the investigation of 1877-78 he gave me the following information, which I noted down during my conversation with him, asking him to repeat the points mentioned as I noted them, so as to avoid any error or misunderstanding, and which I copied out, with merely verbal changes, two days later.

In 1877-78 Russia entered into war against Turkey as the champion of the Balkan Slavs. A similar movement was that made in 1914, when the independence of the Servian Slavs was threatened by Austria.

There was no fair testing of the relative advantages of defence and offence in the Russo-Turkish War of 1877-78; and so it remains that in an actual and practical sense no firm decision has yet been established. All civilised nations are, however, assiduously practising the methods of the offensive.

Whether this view, which received some confirmation in the Russo-Turkish War of 1877-78, is true or false I cannot pretend to say, for it is a subject on which a civilian has no right to speak; but I may remark that the Cossacks themselves are not by any means of that opinion.

The season of 1877-78 proved to be the most profitable one I had ever had. In February, 1878, my wife became tired of traveling, and proceeded to North Platte, Nebraska, where, on our farm adjoining the town, she personally superintended the erection of a comfortable family residence, and had it all completed when I reached there, early in May.

M. de Lavelaye, who studied the condition of things in Turkey not long after the war of 1877-78, thus summed up the causes of the social and political decline of the Turks: The true Mussulman loves neither progress, novelty, nor education; the Koran is enough for him.

Pelikan, Privy Counsel of the government, has exhaustively considered this subject. Articles have appeared in Le Progres Medical, December. 1876. and there is an account in the St. Louis Clinical Record, 1877-78. The name Skoptzy means "the castrated," and they call themselves the "White Doves." They arose about 1757 from the Khlish or flagellants.

The debt of Arkansas was not so difficult to settle. The issue of about $7,500,000 for railroads and levees during Reconstruction was declared unconstitutional in 1877-78, and the so-called Holford bonds, issued in aid of banks, were repudiated by the constitutional convention of 1884. The total amount repudiated and declared void by the courts was nearly $13,000,000.

First, Lord Dufferin, then Governor-General of the Dominion of Canada, in August, 1876. Secondly, Bishop Bompas, of Athabasca, in the winter of 1877-78. Thirdly, Admiral Prevost, the founder of the Mission, in June, 1878. Fourthly, the new Bishop of Caledonia, Dr. Ridley, in October, 1879.

The broadening of the course in 1877-78, with its great increase in electives, enabled the members of the Faculty to increase the scope of their work and to expand their courses. As an immediate answer there came an ever increasing demand for true graduate work, not only from graduates of the University, but from those of other institutions as well.
