The very day the news of the outbreak of war reached Calcutta, July 7, 1778, Hastings sent orders to the governor of Madras to attack Pondicherry, and set the example by seizing Chandernagore. The naval force of each nation was insignificant; but the French commodore, after a brief action, forsook Pondicherry, which surrendered after a siege by land and sea of seventy days.

Wynkoop, Esquire, is one of the board, to whom we refer you for such particulars as may be necessary to adjust, the more effectually to enable us to convey, in future, such gentlemen as the above over into the enemy's lines. Wounded in the house of those who should have been his friends, thwarted in every measure of his self-sacrificing rule, Carleton served on devotedly through six weary months of 1778 the year in which a vindictive government of Bourbon France became the first of the several foreign enemies who made the new American republic an accomplished fact by taking sides in a British civil war.

This system, first proclaimed to the world in the first commercial treaty ever concluded by the United States that of February 6th, 1778, with France has been invariably the cherished policy of our Union. It is by treaties of commerce alone that it can be made ultimately to prevail as the established system of all civilized nations.
Accordingly, there were delivered to the Selectmen, and lodged in Faneuil Hall, "1778 fire-arms, 634 pistols, 978 bayonets, and 38 blunderbusses." These were marked with their owners' names, and were later to be restored. As soon as this delivery of arms was effected, hundreds applied for passes to leave the town.
When Rodney arrived at Santa Lucia with his four ships of the line, on March 27, 1780, he found there a force of sixteen others, composed in about equal proportions of ships that had left England with Byron in the summer of 1778, and of a reinforcement brought by Rear-Admiral Rowley in the spring of 1779.
Of these only twenty-five have been published: Johnson's Works, ix. 289-525. See ante, iii. 19, note 3, and 181. Johnson wrote on April 20, 1778: 'I have made sermons, perhaps as readily as formerly. Pr. and Med. p. 170. 'I should think, said Lord Eldon, 'that no clergyman ever wrote as many sermons as Lord Stowell. I advised him to burn all his manuscripts of that kind.
Lord Delvin and several of their number accordingly appeared at the Castle, and delivered their address, which they begged might be forwarded to the foot of the throne. No notice whatever was taken of this document, either at Dublin or London, nor were the class who signed it permitted by law to "testify their allegiance" to the sovereign, for fifty years later down to 1778.
The difficulty, therefore, in fact, between these gentlemen, grew out of the latter circumstance. On the 7th of January, 1778, Burr addressed Lord Stirling, requesting an explanation, which was promptly given in the following note, and thus the matter terminated. Camp, January 8th, 1778.
