In the United States, to-day, for our own government, the general sentiment of most of its inhabitants is in favor of what is meant by "secularization," though of course in many particulars the cases are quite different. In other words, it means the freedom of the Church from the control or help of the State. In such an important matter there is bound to be great diversity of opinion.

Under the Spanish friars they were gathered into missions and given a general industrial training, but after the secularization of the missions the Americans took possession of their cultivated lands, and many of the Indians were landless and homeless. The remnants are now living as squatters upon the property of white settlers, or on small pieces of land allotted them by the Government.

In 1833 Governor Figueroa visited San Diego Mission in person, in order to exhort the neophytes to seize the advantages of citizenship which the new secularization regulations were to give to them; but, though they heard him patiently, and there and at San Luis Rey one hundred and sixty families were found to be duly qualified for "freedom," only ten could be found to accept it.

All this he attributed to Roman Catholic or French-Canadian influence.

It continued with varying successes on both sides, and the trial and execution of numerous insurgents, until December, 1897, when the Governor-General, Primo de Rivera, entered into written agreement with Aguinaldo, the substance of the document, which is in possession of Senor Felipe Agoncillo, who accompanies me to Washington, being attached hereto and marked "A." In brief, it required that Aguinaldo and the other insurgent leaders should leave the country, the Government agreeing to pay them $800,000 in silver, and promising to introduce numerous reforms, including representation in the Spanish Cortes, freedom of the press, amnesty for all insurgents, and the expulsion of secularization of the monastic orders.

Secularization the carrying on of systematic work against the Orthodox Church through special channels. One of the early leaders of this society was George Plechanov, who later founded the Russian Social Democracy and gave to the Russian revolutionary movement its Marxian character, inspiring such men as Nikolai Lenine and Leon Trotzky, among many others.

While holding Austria and Prussia apart, instigating them one against the other, flattering both with the friendship of the republic and with the prospect of a rich booty by the secularization of the ecclesiastical lands, he encouraged some of the petty states with the hope of aggrandizement by an alliance with France, and, with cruel contempt, allowed others a while to gasp for life before consigning them to destruction.
