So deeply has this instinct worked that, in the fall of 1917 while the Socialist party in New York was campaigning for immediate peace, the Catholic Irish suddenly forgot their ancient horrors. It is one of the ironies of history that the most reactionary organization in the world should be lending its aid to the destruction of the second most reactionary.

The Japanese also called attention to the misrule that prevailed in Corea, and proposed that the Chinese should join them in carrying out needful reforms. To this proposal, China could not accede, being hampered by her alliance with the reactionary party at Seoul; consequently, Japan undertook the execution of the task alone.

The reactionary or ultraconservative apologists for the misuse of wealth assail the effort to secure such control as a step toward socialism. As a matter of fact it is these reactionaries and ultraconservatives who are themselves most potent in increasing socialistic feeling.

A permanent revulsion was operant in her, which intensified as time wore on. How fright could have effected such a change of idiosyncrasy learned physicians alone can say; but I believe such cases of reactionary instinct are not unknown. The upshot was that the cure became so permanent as to be itself a new disease.

Some rather shallow thinkers in this country have expressed their surprise and regret that the Vatican has refused to make any terms with Modernism. They have supposed that the fault lies with an ignorant and reactionary Pope. But there are many reasons why this dangerous and disintegrating tendency must be rigorously excluded from Roman Catholicism.

One was the occasion when, in defiance of all reactionary forces, he exclaimed, "La Duma est morte! Vive la Duma!"

Palmerstonians, accepting with their chief the Man of December, were furious at the exposure of his basenesses. Lucas in "The Times" pronounced the work perverse and mischievous; the "Westminster Review" branded it as reactionary.

The hundred and nine muskets left in the cart-shed were also distributed to volunteers, thereby bringing up the number of men armed by the reactionary party to one hundred and fifty; the remaining one hundred and fifty guards consisted of well-affected citizens and some of Sicardot's soldiers.

In the domain of general bourgeois interests, the National Assembly proved itself so barren, that, for instance, the discussion over the Paris-Avignon railroad, opened in the winter of 1850, was not yet ripe for a vote on December 2, 1851. Wherever it did not oppress or was reactionary, the bourgeoisie was smitten with incurable barrenness.

The problem of our time is to devise means for the more concrete and living expression of this sentiment without impairing the rights of self-government on which it depends. Hitherto the "Imperialist" has had matters all his own way and has cleverly exploited Colonial opinion, or an appearance of Colonial opinion, in favour of class ascendancy and reactionary legislation in the mother country.
