The key-stone of the inverted arch between them was a yellow-flanked, tree-topped hill, rising immediately above the great rapids: beyond if waved, in far succession, three several swells of ground, each flatter and bluer than its nearer neighbour, and capping the whole stood Kongo de Lemba, a tall solitary sugarloaf, bearing 75deg.

As soon as these measures shall receive the sanction of the Netherlands, for a time withheld, the general acts will be submitted for ratification by the Senate. Meanwhile negotiations have been opened for a new and completed treaty of friendship, commerce, and navigation between the United States and the Independent State of the Kongo.

Their vessels, from time to time, had been pushing farther and farther down the west coast of Africa. In the middle of the century as many as fifty-one of their caravels had been to the Guinea coast, or the Gold Coast, as it was more often called. In 1484, eight years before Columbus discovered America, they had discovered the mouth of the Kongo River on the African coast.

As to religion, these people believe there is a God, the efficient cause of all things; but, like the rest of the Guineans, they are superstitiously and idolatrously inclined. The last division of Guinea from which slaves are imported, are the kingdoms of Kongo and Angola: these lie to the South of Benin, extending with the intermediate land about twelve hundred miles on the coast.

In the government of Kongo, the King appoints a judge in every particular division, to hear and determine disputes and civil causes; the judges imprison and release, or impose fines, according to the rule of custom; but in weighty matters, every one may appeal to the King, before whom all criminal causes are brought, in which he giveth sentence; but seldom condemneth to death.

Pursuant to the advice of the Senate at the last session, I recognized the flag of the International Association of the Kongo as that of a friendly government, avoiding in so doing any prejudgment of conflicting territorial claims in that region. Subsequently, in execution of the expressed wish of the Congress, I appointed a commercial agent for the Kongo basin.

This Government does not, however, regard its reservation of liberty of action in the premises as at all impaired; and holding that an engagement to share in the obligation of enforcing neutrality in the remote valley of the Kongo would be an alliance whose responsibilities we are not in a position to assume, I abstain from asking the sanction of the Senate to that general act.

In the Collection it is said, that both in Kongo and Angola, the soil is in general fruitful, producing great plenty of grain, Indian corn, and such quantities of rice, that it hardly bears any price, with fruits, roots, and palm oil in plenty.

The United States, not being a party to that act, could not share in its revision, but by a separate act the Independent State of the Kongo was freed from the restrictions upon a customs revenue.

It may become advisable for us to cooperate with other commercial powers in promoting the rights of trade and residence in the Kongo Valley free from the interference or political control of any one nation.
