Military force restrained a vassal from hostile acts under the Roman peace. But the next necessary step was for states voluntarily to adjust their relations with one another. In some instances, even in ancient times, local differences were buried, and small federations, like the Achæan League of the Greeks and the Lombard League of the Middle Ages, were formed for common defense.
This is an era of federation and combination. Exactly as business men find they must often work through corporations, and as it is a constant tendency of these corporations to grow larger, so it is often necessary for laboring men to work in federations, and these have become important factors of modern industrial life.
It was all a tremendous and unprecedented success, well organised and well done throughout. We finished The Pilgrimage with a mass meeting in Hyde Park on July 26, where we had seventeen platforms, one for each of our federations. We asked Mr. Asquith and the leaders of other political parties to receive a deputation from The Pilgrimage the following week.
The local federations were then to be united into a General Confederation, to whose administration were to be left only those public services which were of national importance. The General Confederation was also to serve as an intermediary between the various trades and locals and as an agency for representing the interests of all the unions in international relations.
Powerful to resist, but not to impel, Austria was more fitted to sustain than to act; her force lies in her situation and immobility, for she is like a block in the middle of Germany, her power is in her weight; she is the pivot of the balance of European power. But the federative diet weakened and enervated its designs by those secret influences all federations naturally possess.
When American women began, a generation ago, to form themselves into clubs, and later to join these clubs into state federations of clubs, and finally the state federations into a national body, they did not dream that they were going to express a collective opinion. Indeed, at that time not very many had opinions worth expressing.
Therefore I am unable to see the force of the argument that, as the conditions under which all existing federations were established differ in some respects from those under which the proposed federal union between England and Ireland would have to be established, therefore the success of these confederations, such as it is, gives them no value as precedents.
The modern growth of monopolies in the shape of trusts, cartels, federations of employers and so on has greatly increased the power of the capitalist to levy toll on the community. This tendency will not cease of itself, but only through definite action on the part of those who do not profit by the capitalist régime.
In 1912, stimulated by a dispute on the Illinois Central Railroad and on the Harriman lines in general, involving the issue of system federations, a Federation of System Federations was formed by forty systems upon an aggressive program. In 1908 a weak and rather tentative Railway Employes' Department had been launched by the American Federation of Labor.
Partial reversion of Europe, between the fifth and eleventh centuries, towards a more primitive type of social structure. Power of Rome still wielded through the Church and the imperial jurisprudence. Preservation of local self-government in England, and at the two ends of the Rhine. The Dutch and Swiss federations. The lesson to be learned from Switzerland.
