Unions and national federations were formed in all trades. and when Robert Owen started his Grand National Consolidated Trades' Union, it mustered half a million members in a few months. True that this period of relative liberty did not last long. Prosecution began anew in the thirties, and the well-known ferocious condemnations of 1832-1844 followed.

International trade there must always be. It is one of the means by which the larger solidarity of humanity is to be achieved; but that will never come about until there is a nobler and more human life within the states, and we must begin by perfecting national life before we consider empires and world federations. So in this essay only the national being is considered.

Within the wide bounds of the American Federation itself exist the state federations, also city federations, which may include the unions in adjoining cities, even though these are in different states, such as the Tri-City Federation, covering Davenport, Iowa, and Moline and Rock Island, Illinois.

Teamsters, stationary engineers, machinists, and blacksmiths, for example, whether employed by mines, railways, or otherwise, can aid one another in obvious ways as by securing positions for blacklisted men and preventing non-unionists from obtaining employment by means of a special "trade" organization or federation that cuts across the various "industrial" unions or federations.

But in this case, as so often, what passed for a memory was in truth an aspiration; and Europe was advancing towards a higher form of unity than that which had been destroyed. The barbarian states which arose on the ruins of the Western Empire were founded, under widely different circumstances of time and place, by tribes and federations of tribes drawn from every part of Germany.

When such a federation was dissolved, by defeat or inner dissent, individual tribes or groups of tribes could join a new federation or could resume independent life. Typically, such federations exhibited two tendencies.

A number of state federations, especially in the Middle West, not a few city centrals, and some sixteen national unions, have officially approved of the Socialist programme, but the Federation has consistently refused such an endorsement.

There is an urban movement not merely concerned with distribution but entering upon production. They can be brought into harmony if the same federations act for both branches of the movement. The meeting-place of the two armies should be there.

In a word, federations between small territorial units, as well as among men united by common pursuits within their respective guilds, and federations between cities and groups of cities constituted the very essence of life and thought during that period.

The working-men, who suffered most from its oppression had early begun to band themselves against it, with the instinct of self-preservation, first trade by trade and art by art, and then in congresses and federations of the trades and arts, until finally they enrolled themselves in one vast union, which included all the working-men, whom their necessity or their interest did not leave on the side of the Accumulation.
