Economic changes, the suddenly increased demand for money owing to the rise of the "world-market," new inventions in the art of war, new methods of fighting, the rapidly growing importance of artillery, and the increase of the mercenary soldier, had rendered the lower nobility, as an institution, a factor in the political situation which was fast becoming negligible.
The place of manufacture was taken by the giant, Modern Industry, the place of the industrial middle class, by industrial millionaires, the leaders of whole industrial armies, the modern bourgeois. Modern industry has established the world-market, for which the discovery of America paved the way. This market has given an immense development to commerce, to navigation, to communication by land.
The modern idea of a town is that of a mere local aggregate of individuals, each pursuing a trade or calling with a view to the world-market at large. Their own locality or town is no more to them economically than any other part of the world-market, and very little more in any other respect.
Despite very low wages, therefore, Asiatic products not only could not compete in the world-market with European and American machine-made, mass-produced articles, but were hard hit in their home-markets as well.
This is an old story, but the same forces are still at work. There has been developed a world-market. The sheep of the Australian bush have become competitors of the flocks that feed upon the green Vermont mountains and the Ohio hills. The plains of Argentina grow wheat for London.
The whole trend of public opinion, in short, outside the wealthier burghers of the larger cities the class immediately interested was adverse to the condition of things created by the new world-market, and by the new class embodying it. At present it was a small class, the only one that gained by it, and that gained at the expense of all the other classes.
Hand-labor dependent upon small production and manufacture was done away with by the great industry Germany again appeared in the world-market.
Yet one ally they had, and that was the rapidly approaching breakdown of the whole system founded on the World-Market and its supply; which now became so clear to all people, that the middle classes, shocked for the moment into condemnation of the Government for the great massacre, turned round nearly in a mass, and called on the Government to look to matters, and put an end to the tyranny of the Socialist leaders.
By the opening of wider markets and the accompanying reduction of the costs of production and transportation, there comes production for the world-market, and consequently the necessity for cheap production which, in its turn, can be met only by a constantly extending division of labor, i.e., by the more perfectly developed division of the work into its simplest mechanical processes; this in turn brings about a constantly increasing output.
We have been shy of gunpowder war with a respectable enemy for a long while, and I will tell you why: It is because we have had the lion's-share of the world-market; we didn't want to fight for it as a nation, for we had got it; but now this is changing in a most significant, and, to a Socialist, a most cheering way; we are losing or have lost that lion's share; it is now a desperate "competition" between the great nations of civilization for the world-market, and to-morrow it may be a desperate war for that end.
