They have twenty-one standing committees: on finance; amusements; patent-rights; location of tenant houses; arbitration; rents; baths, walks, roads, and lawns; fire; heating; sanitary; education; clothing; real estate and tenant houses; water-works and their supplies; painting; forest; water and steam power; photographs; hair-cutting; arcade; and Joppa the last being an isolated spot on Oneida Lake, to which they go to bathe, fish, shoot, and otherwise ruralize.

Following are some of the things accomplished since the flood broke over the city Tuesday morning: The water-works pumping station was in operation, but the distribution of water was greatly retarded by open pipes in wrecked houses. The pressure was feeble, but growing stronger as leaks were checked.

It is the great neutral centre of the Continent, where the fiery enthusiasms of the South and the keen fanaticisms of the North meet at their outer limits, and result in a compound which neither turns litmus red nor turmeric brown. It lives largely on its traditions, of which, leaving out Franklin and Independence Hall, the most imposing must be considered its famous water-works.

The parks, gardens, fountains, hot-houses, groves, and embowered paths of Peterhoff are kept in the most perfect order by a small army of household attendants. The artificial water-works are after the style of those at St. Cloud, and are nearly equal to those of Versailles.

There is one spot, however, about a mile from the town, which presents a lovely scene. The water-works of Philadelphia have not yet perhaps as wide extended fame as those of Marley, but they are not less deserving it. At a most beautiful point of the Schuylkill River the water has been forced up into a magnificent reservoir, ample and elevated enough to send it through the whole city.

It has a daily newspaper, the Transcript, which is the direct successor of the first newspaper printed in Holyoke, in 1849. Under its present title the Transcript has been published since the year 1863. The water supply for the city is derived from the Ashley and Wright ponds, the water-works having been completed in 1873.

The water-works had just been started in Calcutta, and in the first exuberance of its triumphant entry it did not stint even the Indian quarters of their supply. In that golden age of pipe water, it used to flow even up to my father's third storey rooms. And turning on the shower tap I would indulge to my heart's content in an untimely bath.

But all is well that ends well, and now two handsome stone chapels, one Catholic and one Protestant, keep watch and ward over the silent sleepers, standing face to face near the grand entrance, and exactly alike in their architecture. A very pretty drive took us to the water-works, which are extensive, well planned, and exceedingly well kept.

Since we've had water-works, and the department hasn't had to depend on some cistern which always went dry just at a critical moment, there hasn't been a conflagration in Homeburg big enough to get into the city papers.

I put that matter to the test. Taking the case of a town some sixty miles out of New York, one of the worst offenders, I ascertained from the engineer of the water-works how long it ordinarily took to bring water from the Sodom reservoir just beyond, down to the housekeepers' faucets in the city. Four days, I think it was.
