Germany disclaimed responsibility for the disaster, but the weight of evidence pointed to a German submarine as the cause, and in view of the repeated violations of German promises to the United States to give due warning to passenger vessels and insure safety to their occupants, President Wilson and his advisers, in April, seriously considered the advisability of breaking off diplomatic relations with the German Empire, by way of a protest in the name of humanity.

The persons who were guilty of these gross violations of the constitution, to say nothing of the commonest principles of honesty, were incessantly prating of their devoted loyalty to the Crown. Yet it is plain enough that their fealty was always subservient to what they deemed to be their personal interests. This was as clearly apparent in 1837 as it had been in 1828.
In the meanwhile it becomes the duty of the executive and judicial departments of the Government, each in its province, to inquire into and punish violations of the laws of the United States which have occurred.
It is not surprising to those who know the habits of the people, that the convictions for violations of the marriage tie, though greatly diminished, should reach the number of 384, while under the head "Deserting Husbands and Wives," 67 convictions are recorded.
