We opened a cask of beef on the 22d, which was marked R. H. N° 72, and was received from the commissary at the victualling-office, Port Jackson: it contained sixty-six double pieces, which was four double pieces short of the number there ought to have been. During the 23d and 24th, we had light easterly winds, with intervening calms, and dark cloudy weather, attended with rain.

It appeared, in the course of this inquiry, that the miscarriage of Rooke's fleet was in a great measure owing to the misconduct of the admirals, and the neglect of the victualling-office; but they were screened by a majority. Mr. Harley, one of the commissioners for taking and stating the public accounts, delivered a report, which contained a charge of peculation against lord Falkland.
The powder is now got on board; the warrant-officers "indent" or sign the proper acknowledgments for their stores at the dockyard; and the purser, having completed the stock of provisions, closes his accounts at the victualling-office.
