I do not suppose the man is an idiot at all, but I can believe he feels more like one after the legal process than before. Thus all the factors the bodily exhaustion, the harassing fear of hunger, the reckless refuge in sexuality, and the black botheration of bad laws combined to make the employee more unemployable.

The boy or girl out of work has an uneasy feeling that he or she has not earned the just and expected share towards household expenses. The feeling of dependence and well-nigh of disgrace causes a rapid deterioration in health and spirits, and it is only too likely that in many instances where unemployment is continuous or frequently repeated, the unemployed will quickly become the unemployable.

Small wonder that some of them descend to a lower grade and in addition to being unemployed, become unemployable. Look at those thousands of men clamouring daily at our dock-gates; about one-half of them will obtain a few hours' hard work, but the other half will go hopeless away.

Not only would he discover the manner in which his adversaries employed those little openings, which were apparently unemployable, since they did not allow a person to reach the upper bolts, but he would learn who the ingenious and energetic adversaries were with whom he repeatedly and inevitably found himself confronted. One incident annoyed him.

But they were disappointed. The room had no shameful secret except the incompetence of the architect who had made one house out of three; it was just an empty, unemployable room. The building had also a considerable frontage on King Street, where, behind the shop, was sheltered the parlour, with a large window and a door that led directly by two steps into the street.

Newspaper writers, in discussing the problem of destitution, tend now to use, not general terms applied to whole social classes like the 'poor, 'the working class, or 'the lower orders, but terms expressing quantitative estimates of individual variations, like 'the submerged tenth, or the 'unemployable'; while every newspaper reader is fairly familiar with the figures in the Board of Trade monthly returns which record seasonal and periodical variations of actual unemployment among Trade Unionists.

That that system has been productive of much good few will deny, but few also can be so blind as to ignore the fact that it tends on the one hand to create a semi-educated proletariate, unemployed and largely unemployable, and on the other hand, even where failure is less complete, to produce dangerous hybrids, more or less superficially imbued with Western ideas, and at the same time more or less completely divorced from the realities of Indian life.

A great proportion of the lower middle class should properly be assigned to the unemployed and the unemployable. They are only not that, because the possession of some small hoard of money, savings during a period of wage earning, an insurance policy or suchlike capital, prevents a direct appeal to the rates.

There seems every reason to suppose that this phenomenon of unemployed citizens, who are, in fact, unemployable, will remain present as a class, perishing individually and individually renewed, so long as civilization remains progressive and experimental upon its present lines.

Unemployment means bad food, unwholesome sanitary conditions and, worst of all, bad mental and moral states. These are followed by disease, incompetency, inefficiency, weakness, and, in time, the man becomes one of the unemployed and unemployable wrecks of humanity. Crime then becomes practically the only avenue of escape from starvation or pauperism.
