When Laura censured his immoral marriage, he thought bitterly, "She minds that! What would she say if she knew the truth?" He had wanted work keenly at Oniton, but too much anxiety had shattered him; he was joining the unemployable. When his brother, the lay-reader, did not reply to a letter, he wrote again, saying that he and Jacky would come down to his village on foot.

There, with every day out of work, women become more unemployable clothes and constitutions wear out; minds lose hope in effort and rely on luck. As I sat with a tableful of charwomen and general housework girls in a refuge in Dublin, I read two ads from the paper. One offered a job for a general servant with wages at $50 a year.

At its base was a foot-loose urban proletariat made up largely of refugees from a countryside given over increasingly to the employment of military captives as slave labor. The city masses at the outset were extensively unemployed. Increasingly they became unemployable, parasitic, restless, demanding. At the outset the slave revolts were local and occasional.

We must seek by some means or other to check the large number of our boys and girls who, after leaving the Primary School, drift year by year, either through the ignorance or the cupidity or the poverty of their parents, into the ranks of untrained labour, and who in the course of two or three years go to swell the ranks of the unskilled, casual workers, and become in many cases, in the course of time, the unemployed and the unemployable.

It will not be a short or easy struggle, no single weapon or strategy will suffice, but we shall not rest until that war is won. The richest Nation on earth can afford to win it. We cannot afford to lose it. One thousand dollars invested in salvaging an unemployable youth today can return $40,000 or more in his lifetime.

Many drift with other groups of human wastage to the unemployed, thence to the unemployable, and so to the gutter and the grave. The poor we have always with us; but the wastrel like the pauper "is a work of art, the creation of wasteful sympathy and legislative inefficiency."
