The mountains in many places contain only soil enough to grow juniper-bushes. There is very little verdure to relieve the eye few turf-clad slopes or earth-covered ledges to repay the tillage of the farmer. Even the mountains of lower elevation are for the most part stony deserts.
The laws of Henry VII and Henry VIII., enforcing the tillage of the land, preceded the suppression of religious houses, and the act of the latter monarch allowing the poor to beg was passed before any steps were taken to close the convents. That measure was no doubt injurious to the poor, but the main evil arose from other causes.
They believed the words of Isaiah when he said of the tillage and the rotation of crops in use among the peasants of his country, that their God instructed them to discretion and taught them; and that even the various methods of threshing out the various species of grain came "forth from the Lord of hosts, who is excellent in counsel, and wonderful in working."
Climate, soil, and condition were not equally favorable to all pursuits. In the West Indies, the purpose of those who went thither was to engage in that species of agriculture, suited to the soil and climate, which seems to bear more resemblance to commerce than to the hard and plain tillage of New England.
By "improved" land, in the reports on the census of the United States, is meant "cleared land" used for grazing, grass, or tillage, or which is now fallow, connected with or belonging to a farm." These vegetable growths were familiar to ancient European agriculture, but they were all introduced into North America after the close of the sixteenth century.
In some cases, it is hardly possible to make neglected trees bear satisfactorily, for they were never of value: there is nothing to restore. It may be a question of soil and location, of lack of pollination, of trees so weak or so misshapen that effort on them is wasted. But tillage, pruning, spraying, should produce worth-while results in most cases.
To particularize further, and yet generalize at the same time, we will say here that the Tea plant or tree is greatly modified in hardiness, in height, in size of leaf, and in the quality of the leaf for a beverage, by soil, by moisture, tillage, and climate. Some soils and some climates develop a tea plant decidedly more suitable for a green tea than for a black tea, and vice-versa.
The country is under grass, hay is the staple crop, so there being little tillage, little labor is required. They depend on chance employment to procure the foreign meal on which they live. Some depend for help to a great extent on the friends in America. There is a new pier being built here, for an arm of the sea runs up to Oranmore.
If the trees are growing too rapidly, they may be "slowed down" by seeding to grass for a time; and pasturing with hogs, and possibly with sheep, may afford a way of keeping the area in condition and of adding fertilizer. Sheep that do not have access to drinking-water and salt gnaw the trees. Hogs root up the ground and thereby provide a rude kind of tillage.
Some writers have sought to define RENT as the difference between fertile lands and those that are so unproductive as barely to pay the cost of tillage.
