The lady was a native of T'ienmen, in Hupeh, and both her father and grandfather were officials who attained the rank of Taotai. When she was little more than ten years old her mother fell ill. The child cut flesh from her body and mixed it with the medicines and thus cured her parent. The year before last she was married to an expectant magistrate.

He received me in his private office, gave me the best seat on the left, and handed me tea with his own fat hands. A mandarin whose rank is above that of an expectant Taotai, Li is to be the next Taotai of Mungtze, where, from an official salary of 400 taels per annum, he hopes to save from 10,000 to 20,000 taels per annum.

A strong armed force held back the mob. All the principal military officers arrived from their posts at the head of their staffs one by one. The Taotai was brought from his residence in a magnificent sedan-chair, carried by ten or twelve bearers.

This is inadequate; 30,000 men at least should occupy the fortress in time of war, and 40,000 would not in my opinion be too many. The chief man in the place when I was there was the Taotai, or governor, Kung, a brother, I have heard, of the Ambassador to England. His office, I believe, is civil; the military chiefs were Generals Tsung and Ju.

The tenor, as he translated, was this: "To the soldiers and subjects of the Celestial Lord of the Dragon Throne. So much for every Japanese dog alive. So much for his head or hand. In the name of the Sacred Son of Heaven," etc. Then came the date and the signature of the Taotai. The exact amount of the rewards I forget.

My interrogation was conducted before a couple of mandarins. The Taotai I believe to have been absent from the place at this time. He is alleged to have deserted his position and to have been ordered back again. This may or may not be so, but it is undoubtedly the fact that he fled from Port Arthur the night before the Japanese attacked it.

The town of Urumtsi, situated within a loop of the mountains, lies at a distance by road of more than 300 miles from Barkul. Kinshun, who had now been joined by Liu Kintang, the taotai of the Sining district and a man of proved energy and capacity, resolved to concentrate all his efforts on its capture.

We could get rid of them and their money afterwards by delivering them to their Mandarin or Taotai, or whatever they call these chaps in goggles you see being carried about in sedan-chairs through their stinking streets. "The old man wouldn't see it somehow. He wanted to keep the matter quiet. He got that notion into his head, and a steam windlass couldn't drag it out of him.

In all other departments of life Chang was equally successful; his chief wife was the daughter of one who stood high in the Emperor's favour; his repast table was never unsupplied with sea-snails, rats' tongues, or delicacies of an equally expensive nature, and it was confidently maintained that there was no official in Canton, not even putting aside the Taotai, who dare neglect to fondle Chang's hand if he publicly offered it to him for that purpose.

In Tali there are four chief officials: the Prefect or Fu Magistrate, the Hsien or City Magistrate, the Intendant or Taotai, and the Titai. The yamen of the Taotai is a humble residence for so important an official; but the yamen of the Titai, between the South Gate and the Five Glory Tower, is one of the finest in the province.
