No doubt, under a government partially popular, this freedom may be exercised even by those who are not partakers in the full privileges of citizenship; but it is a great additional stimulus to any one's self-help and self-reliance when he starts from even ground, and has not to feel that his success depends on the impression he can make upon the sentiments and dispositions of a body of whom he is not one.
In organic diseases, the vitality is usually so low and destruction so great that the organism cannot arouse itself to self-help. Even the cessation of suppressive treatment and the stimulating influence of mental and metaphysical therapeutics are not sufficient to bring about the reconstructive healing crises.
To be more wise and more loving than Almighty God, who certainly does not do everything for the sons of men, but forces them to labour for themselves by bitter need, and after a most Spartan mode of education; who allows them to burn their hands as often as they are foolish enough to put them into the fire; and to be filled with the fruits of their own folly, even though the folly be one of necessary ignorance; treating them with that seeming neglect which is after all the most provident care, because by it alone can men be trained to experience, self-help, science, true humanity; and so become not tolerably harmless dolls, but men and women worthy of the name; with

In Jena and Halle roughness had been carried to the highest pitch: bodily strength, skill in fighting, the wildest self-help, was there the order of the day; and such a state of affairs can only be maintained and propagated by the most universal riot.

They might draw some erroneous inferences, but they could not put too emphatically the doctrine that men must not be taught to shift the blame of all their sufferings upon some mysterious entity called society, or expect improvement unless, among other virtues, they will cultivate the virtue of strenuous, unremitting, masculine self-help.
Self-government does not and should not imply the use of political agencies alone. Progress is born of cooperation in the community not from governmental restraints. The Government should assist and encourage these movements of collective self-help by itself cooperating with them.
Taxation was not subject to caprice or injustice; where discriminations occurred they were in favor of the poor, and the heaviest burdens were laid where they should be laid, upon the rich. There were wise adaptations, calculated to develop the industry and self-help of the weakest classes, and care was taken that they never should become oppressive.
