But he needed a more glittering lure to attract the eyes of Louis and Seignelay; and thus, it would appear, he held before them, in a definite and tangible form, the project of Spanish conquest which had haunted his imagination from youth, trusting that the speedy conclusion of peace, which actually took place, would absolve him from the immediate execution of the scheme, and give him time, with the means placed at his disposal, to mature his plans and prepare for eventual action.
The Duke of Villa-Hermosa, Spanish Governor of the Low Countries, paid him the same compliment in the name of his master. Both parties were given audience on this magnificent vessel, where M. de Seignelay had raised a sort of throne of immense height. From Dunkirk the Court moved to Ypres, visiting all the places on the way, and arrived at Lille in Flanders on the 1st of August.
Fortunately, this has been done for us in seven words by Seignelay, the Minister of Marine to Louis Quatorze in 1692. Speaking of Admiral de Tourville, who defeated the English and Dutch at the Battle of Beachy Head, July 10th, 1690, Seignelay says of him that he was "poltron de tête mais pas de coeur."
Finally, when La Barre received the two letters from La Salle, of which the substance is given above, he sent copies of them to the Minister Seignelay, with the following comment: "By the copies of the Sieur de la Salle's letters, you will perceive that his head is turned, and that he has been bold enough to give you intelligence of a false discovery.
With matters at such a pass Seignelay rightly thought the time had come to take decisive action. Three courses were open to him. The bishop and the Jesuits he could not recall. But both the governor and the intendant came within his power. One alternative was to dismiss Frontenac; another, to dismiss Duchesneau. Seignelay chose the third course and dismissed them both.
The Marquis de Seignelay, sent on a tour in 1617 by his father Colbert, was accompanied by a painter and an architect charged to make him understand the beauties of Italian art.
And, first, it is to be observed that it is based on a geographical blunder, the nature of which is explained by the map of La Salle's discoveries made in this very year. Here, the River Seignelay, or Red River, is represented as running parallel to the northern border of Mexico, and at no great distance from it; the region now called Texas being almost entirely suppressed.
The new governor brought from France strong prejudices against the bishop; he lost them very quickly, and he wrote to the minister, the Marquis de Seignelay: "We have greatly laboured, the bishop and I, in the establishment of the parishes of this country.
