The longer you live, the more will you understand that the period of school-going is not the only, or even the main time of learning. The more thoroughly you have been taught here, the more certainly will you be a learner hereafter.

Schools have been started for the education of the Indian children, and though in a community still largely composed of people who are themselves young, the number of children of a school-going age is necessarily small, a secondary school under a Bengalee graduate in science, who was himself originally trained in Rabindranath Tagore's remarkable school at Bolpur, already has over 140 boys, and a training institute for higher technical studies is to follow in due course.

I think of its decorous, hard-working, cleanly, school-going, church- attending life, which was full of the pleasure of duty done, and was not without its own quaint beauty and grace. The percentage of children of school-going age attending school is 18.7. It is, moreover, the duty of the public to furnish the means of self-education, especially in the science of government; and political learning, for the most part, must be gained after the school-going period of life has passed. Let American liberty be an intelligent liberty, and therefore a self-sustaining liberty. Freedom, more or less complete, has been found in two conditions of life.

Hence the slow progress it has made. At the last census only eight per thousand women could read and write; and in the whole of India only about half a million girls, or four out of every 100 of a school-going age, even on the basis of a four years' course, are receiving any kind of education. Of such as do go to school nine out of ten only go to primary schools. Mr.

Gokhale's resolution applies, at least ultimately, to girls as well as to boys! Now in British India i.e., without counting the Native States the total number of boys of school-going age on the basis of the four years' course proposed for India would be nearly 12 millions, and there must be about an equal number of girls.
