The Allies have already been constrained by tyrannous circumstance to entertain important exceptions to their principle of nationality which was invoked against Italy's claim to Dalmatia, and in their own best interests they might have compromised on the subject of Bulgaria's claims to Macedonia, and of Roumania's pretensions to annex certain of the disputed territories inhabited by Serbs and Ruthenians.

Yes, the apostolate among the Ruthenians is, we claim, a necessity of the hour; its possibilities are beyond realization. The leader of the Austrian Ruthenians, Nikolay Wassilko, arrived yesterday, and albeit evidently excited by the part his Russian-Ukrainian comrades are playing at Brest, speaks nationally, far more chauvinistically than when I thought I knew him in Vienna, and we have at last agreed on the minimum of the Ukrainian demands.

The same patience and quiet courage which had struck me in Antwerp as peculiarly Belgian, was here again in these Poles, Slovaks, and Ruthenians, whose boys, perhaps, were fighting with the armies which had driven the Belgians out.
