In the meanwhile the Rumanian government had sent its answer to the three notes of the Council. And its tenor was firm and unyielding. Undeterred by menaces, M. Bratiano maintained that he had done the right thing in sending troops to Budapest, imposing terms on Hungary and re-establishing order. As a matter of fact he had rendered a sterling service to all Europe, including France and Britain.
People are at a loss to understand why, if the Conference believes, as it has asserted, that Bolshevism is the greatest scourge of latter-day humanity, it ordered the Rumanian troops, when nearing Budapest for the purpose of overthrowing it in that stronghold, first to halt, and then to withdraw.
Between the German system, where the emperor chooses the ministers independently of parliament, and the English system, where the members of the executive are indicated by the electorate through the medium of parliament, independently of the Crown, the Rumanian system takes a middle path. Neither the crown, nor the electorate, nor parliament possesses exclusive power in this direction.
