The first on De Montford's side was commanded by Sir Robert Knolles, the second by Oliver de Clisson, the third by Chandos and De Montford, the fourth by Sir Hugh de Calverley. The Comte de Roye was a Huguenot, and, at the revocation of the edict of Nantes, had taken refuge, with his wife, in Denmark, where he had been made grand marshal and commander of all the troops.
Roye weakly agreed, and this agreement is known as the Protocol of 1871. It was not ratified by the Senate. The resources of the Treasury were entirely inadequate to his extensive projects, and in an evil moment the Legislature passed an Act authorizing the negotiation of a loan of $500,000.
