Like Barras, who needed disorder for his Orleanist schemes and for the supply of his lavish purse, Rewbell despised the new constitution; but for a different reason. To him it appeared a flimsy, theoretical document, so subdividing the exercise of power as to destroy it altogether.

Three Directors, Barras, La Réveillière-Lépeaux, and Rewbell, refused to listen to these behests, and insisted on the appointment of Jacobinical Ministers even in the teeth of a majority of the Councils.

Carnot, very austere in his conduct and very obstinate in his views, could not agree either with Barras or with the imperious Rewbell. To this opposition of character was then added difference of system.
