The Japanese discoverers of Peru testify that they found the natives in a condition of extreme decay; within a period of 1,500 years they had made no progress but had retrogressed. When the Spaniards came, they described the natives of Chile and Argentina in such a manner that it is quite evident how little these tribes had progressed in 3,000 years.

Lyman Abbott in a series of articles published in the Outlook, 1910, entitled "The Spirit of Democracy," now in book form. New York Journal, Aug. 2, 1910. The Outlook, Sept. 10, 1910. In his enthusiasm for these undemocratic measures, Dr. Abbott has retrogressed more than the Southern States, which do not require both a property and educational qualification, but only one of the two.

Coldstream itself for years had amounted to little more than a post-office address. From the time of its building in the days of a boom which had no foundation, and therefore no permanence, it had retrogressed steadily. Now it was picking up. But although times were beginning to improve, it still bore many of the earmarks of an abandoned camp.

In the country at large socialism made steady progress until 1912, when nearly one million votes were cast for Eugene V. Debs, or about 1/16 of the total. After 1912, particularly since 1916, the socialist party became involved in the War and the difficulties created by the War and retrogressed. For a number of years DeLeon's failure kept possible imitators in check.

The world has progressed, or retrogressed, as the most powerful interests at any time adjusted the institutions and customs governing wealth production to their own advantage.

"And the buildings; no space between. And all that smoke! They must be using fossil-fuel!" "It's probably too hard to process fissionables in large quantities, with what they have." "You were right, last evening. These people have deliberately halted progress, even retrogressed, rather than give up slavery." Halting progress, to say nothing of retrogression, was an unthinkable crime to him.

Has Canada a foundation beneath her high hopes? No nation ever had a more passionate patriotism than Ireland. Yet Ireland has lost her population and retrogressed. Why will the same fate not halt and impede Canada? It may be acknowledged here that Canadians have no answers for such questions and short shift for the questioner. They are too busy making history to talk about it.

Two years later it seems evident that the "citty of Henricus" had retrogressed, perhaps, out of emphasis on Bermuda City just down river. At this time there were only 38 men and boys "at Henrico and in the precints." Of these 22 were "Farmors," the rest were "Officers and others." Although it was "our furthest habitacion into the land" it was listed as self sufficient in "food and apparell."

Then she added: "As to the rainbow, that was seen by the inhabitants of the earth millions of years before Noah's time." "So the world has retrogressed during the past four thousand years," mused she sadly. "Retrogressed! No indeed, the world has made great progress and has now reached a wonderful state of civilization," answered I, proudly.

Yea, in his bowler hat he kneeled before kangaroos gigantic, erect, silhouetted against the light four buck-kangaroos in the heart of Sussex! And we retrogressed over the velvet grass till our hind-wheels struck well-rolled gravel, leading us to sanity, main roads, and, half an hour later, the "Grapnel Inn" at Horsham.
