All the fair speeches and promises of the archbishop and the principal officers were insufficient to quiet the murmurs and discontents of the troops, which even produced some commotions and seditious conspiracies, in which it was proposed to seize upon the archbishop and the chief officers of the army and government, and to send the licentiate Cienca with a remonstrance to the president, demanding of him to recal the repartition which he had decreed, and to make a new one more favourable to their wishes.
This repartition having been effected, the rights of families and of individuals are again allowed to branch out into various lines, which they continue to follow till another period of division comes round.
These contributions enable us to support the current expenses of the Government, to fulfill contracts with foreign nations, to extinguish the native right of soil within our limits, to extend those limits, and to apply such a surplus to our public debts as places at a short day their final redemption, and that redemption once effected the revenue thereby liberated may, by a just repartition of it among the States and a corresponding amendment of the Constitution, be applied in time of peace to rivers, canals, roads, arts, manufactures, education, and other great objects within each State.
For so liberal a concession they would deserve credit, and thanks would be due to them from those in whose favour it was made; but this of itself would be a conclusive proof, if any were wanting, that the concession was an act, not of justice, but of generosity, not of debt, but of grace. Again, what discordance is there not as to the most equitable repartition of taxation!
When the States met, was the condition of the finances of France such, that, after economizing, on principles of justice and mercy, through all departments, no fair repartition of burdens upon all the orders could possibly restore them? If such an equal imposition would have been sufficient, you well know it might easily have been made.
The number of vacant repartimientos was considerable, in consequence of the death of Centeno, De Royas, the licentiate Carvajal, and several other persons of rank; and as there were many candidates who demanded loudly to be preferred, he chose to defer the repartition till after he had embarked, as he was unable to satisfy all the claimants, and was unwilling to expose himself to the clamours of those whom he was unable to gratify.
To this I answered that the best thing they had was their system of local peasant meetings for the repartition of their lands, and for the discussion of subjects connected with them, and that this seemed to me something like a germ of what might, in future generations, become a sort of town-meeting system, like that of New England.
It was only in the event of the extinction of a clan that the topography was altered, and frequently a general repartition of land among neighboring tribes took place. It is true, when a surplus population compelled them to send abroad swarms of their youth, that the conquest of a foreign country became an absolute necessity.
