The situation is not much different in the Czech Republic where the overseas sales of the German-owned Skoda alone account for one tenth the country's exports. The relationship between Germany and central Europe is mercantilistic. Germany leverages the region's cheap labor and abundant raw materials to manufacture and export its finished products.
Sunshine and distance had dispelled all traces of the region's barrenness, and for a few memorable moments, while we watched it breathlessly, its sparkling bastions seemed to beckon us alluringly to its magnificence; then, fading like an exquisite mirage created by the genii of the desert, it swiftly sank into the desolation from which the sun had summoned it, to crown it briefly with supernal glory.
At one period there was such desperate need of fuel that even the olive trees, one of the region's chief sources of revenue, were sacrificed. The Italians have set about the task of regeneration with an energy that discouragement cannot check. But the undertaking is more than Italy can accomplish unaided, for the resources of her other provinces are seriously depleted.
Plenty of people told them about Timbuctoo, and Jerusalem, and Madagascar, and North and South America, but this region's just a trifle out of the way. A lady may easily sign a cheque or pack a missionary's medicine-chest, but she could not come out here among dangers and filth and discomfort, and the men ashore are not much pluckier.
They were not mere hirelings toiling for a daily wage, but men who had a stake in that region's future, and would share its prosperity, and, had it been otherwise, they were human still.
The Coast region's malaria will always keep the black, as well as the white, population thinned down, but if deserted by the trader, and left to the Government official and the missionary, without any longer the incentive of trade to make the native exert himself, or the resulting comforts which assist him in resisting the climate, which the trade now enables him to procure, the Coast native will sink, via vice and degradation, to extinction, and most likely have this process made all the more rapid and unpleasant for him by incursions of the wild tribes from the congested interior.
Let me make clear what I mean by the region's stability and security. We do not seek the destruction of Iraq, its culture or its people. Rather, we seek an Iraq that uses its great resources not to destroy, not to serve the ambitions of a tyrant, but to build a better life for itself and its neighbors.
In Latin America, Communist agents seeking to exploit that region's peaceful revolution of hope have established a base on Cuba, only 90 miles from our shores. Our objection with Cuba is not over the people's drive for a better life. Our objection is to their domination by foreign and domestic tyrannies. Cuban social and economic reform should be encouraged.
Let me make clear what I mean by the region's stability and security. We do not seek the destruction of Iraq, its culture or its people. Its own economic difficulties aside, Germany is the region's largest foreign investor and trading partner. Why the curious rebuff by its ostensible protgs? The Czech Republic encapsulates many of the economic and political trends in the erstwhile communist swathe of Europe. The country's economic performance still appears impressive.
