As provision was now made for a sufficient regular recruiting of its ranks by the election of the quaestors, the censorial revisions became superfluous; and by their abeyance the essential principle at the bottom of every oligarchy, the irremoveable character and life-tenure of the members of the ruling order who obtained seat and vote, was definitively consolidated.
The Quaestors drew lots for their respective provinces. Their number increased with the increase of the empire, till from two they became twenty or more. As at first a Quaestor accompanied each Consul at the head of an army, so afterwards each Proconsul, or Governor of a province, had his Quaestor to collect and disburse the revenues of the province.
The assertion, for instance, that the quaestors were nominated in the regal period by the burgesses, not by the king, is as certainly erroneous as it bears on its face the impress of a partisan character. Before Praeneste was made a colony by Sulla, the governing body was a senate, and the municipal officers were praetors, aediles, and quaestors, as we know certainly from inscriptions. In the literature, a praetor is mentioned in 319 B.C., in 216 B.C., and again in 173 B.C. implicitly, in a statement concerning the magistrates of an allied city.
As two quaestors were sent to Sicily, and one to each of the other provinces, and as moreover the two urban quaestors, the two attached to the consuls in conducting war, and the four quaestors of the fleet continued to subsist, nineteen magistrates were annually required for this office. The department of the twentieth quaestor cannot be ascertained.
Now, as down to Sulla's time there were nine provinces, and moreover two quaestors were sent to Sicily, he may possibly have found as many as eighteen quaestors in existence. Five hundred ships were manned for him, and an army raised of one hundred and twenty thousand foot, and five thousand horse. Twenty-four senators that had been generals of armies were appointed to serve as lieutenants under him, and to these were added two quaestors.
Chiefly for this reason the number of senators, which had hitherto amounted at most to six hundred in its normal condition and had been greatly reduced by the recent crises, was raised by extraordinary supplement to nine hundred; and at the same time, to keep it at least up to this mark, the number of quaestors to be nominated annually, that is of members annually admitted to the senate, was raised from twenty to forty.
The direct administration of finance alone was withheld from these new chief magistrates, as from the first it had been withheld from the consuls; one or more quaestors were assigned to them, who were in every way indeed subordinate to them, and were their assistants in the administration of justice and in command, but yet had specially to manage the finances and to render account of their administration to the senate after having laid down their office.
