After the ambassadors returned to Scipio, the quaestors were ordered to give in an account, made out from the public registers, of the public property which had been in the ships; and the owners to make a return of the private property. For the amount of the value twenty-five thousand pounds of silver were required to be paid down; and a truce for three months was granted to the Carthaginians.
The cantonal civitas had its duoviri and quaestors and so forth, and its ordo or senate, precisely like any municipal colonia or municipium. So far from wearing a native aspect, this cantonal system merely became one of the influences which aided the Romanization of the country. It did not, indeed, involve, like the municipal system, the substitution of an Italian for a native institution.
Two quaestors of the city bought a space of ground 148-1/2 by 16 feet along the wall, and superintended the building of a culina there. The ground was made public, and the whole transaction was done by decree of the senate, that is, it was done before the time of Sulla. The inscription shows that these two places were undoubtedly the most desirable places that a statue could have.

There must also be other officers appointed to receive the public revenue and to deliver it out to those who are in the different departments of the state: these are called receivers or quaestors. Their salaries are more than doubled since 1799. Besides mock Senators, mock praetors, mock quaestors, other 'nomina libertatis' are revived, so as to make the loss of the reality so much the more galling. We have also two curious commissions; one called "the Senatorial Commission of Personal Liberty," and the other "the Senatorial Commission of the Liberty of the Press."
Publius Dolabella and Marcus Antonius, the consuls, made this reference to the senate, that as to those things which, by the decree of the senate, Caius Caesar had adjudged about the Jews, and yet had not hitherto that decree been brought into the treasury, it is our will, as it is also the desire of Publius Dolabella and Marcus Antonius, our consuls, to have these decrees put into the public tables, and brought to the city quaestors, that they may take care to have them put upon the double tables.
The secretaries of the quaestors having engaged in trade, according to custom, but contrary to the Clodian law , he pardoned them for what was past. Such portions of land as had been left when it was divided amongst the veteran soldiers, he granted to the ancient possessors, as belonging to then by prescription.
They were all experienced in affairs of State, most of them had been quaestors, aediles, praetors, censors, tribunes, consuls, and governors. Most of them were highly educated, had travelled extensively, were gentlemanly in their manners, could make speeches in the Senate, and could fight on the field of battle when there was a necessity.
The two consuls, the ten tribunes, the eight praetors in the time of Sulla the twenty quaestors, together with the governors of provinces, and the generals who were selected from the Senate, or belonged to it, would necessarily compose a large part of the nobility, when their term of office lasted but a limited time, so that a senator with any ability was sure, in the course of his life, of the highest honors of the state.
