I believe that our people do not want to quit though the task is great, the work hard, often frustrating, and success is a matter not of days or months, but of years and sometimes it may be even decades. I have come here tonight to discuss with you five ways of carrying forward the progress of these last 3 years. These five ways concern programs, partnerships, priorities, prosperity, and peace.
One of the highest priorities of my Administration has been to continue the tradition of effectiveness and efficiency widely associated with the social security program, and to assure present and future beneficiaries that they will receive their benefits as expected.

As we move beyond civilization onto a more mature and more complicated culture level, we may have a workable system of social priorities, but does our oncoming stream of manpower have the interest, the imagination, the competence, the sense of social responsibility and the staying power necessary to arouse in a series of generations the will and determination to carry out social policy?
Today, that formula has expanded to include "threat, strategy, force structure, budget, and infrastructure." Without a "clear and present danger" such as the Axis Powers in 1941 or, later, the Soviet Union to coalesce public agreement on the threat, it is difficult to construct a supporting strategy that can be effective either in setting priorities or objectives.
We need to introduce the concept at all levels of military professional education and training. The best results of this effort will be generated from the younger minds brought up on the leading edge of the information revolution. The challenge is to engage those minds in the solution and to take the risks required to fund priorities enabling the development of this capability now.

With Federal assistance, State and local governments by 1970 will be spending close to $110 billion annually. These enormous sums must be used wisely, honestly, and effectively. We intend to work closely with the States and the localities to do exactly that. Our third objective is priorities, to move ahead on the priorities that we have established within the resources that are available.
