Petersburg on the 5th day of April last by the minister plenipotentiary of the United States and plenipotentiaries of the Imperial Government of Russia. It will immediately be laid before the Senate for the exercise of the constitutional authority of that body with reference to its ratification.

It has continued to issue immense numbers of Reports, which are standing objects of jest and complaint, but the fact still remains that they contain splendid stores of valuable information. Queen Victoria accredited as her Minister Plenipotentiary to President Tyler the Right Honorable Sir Henry Lytton Bulwer, an accomplished diplomat, slender, and apparently in ill health.

The most essential and desirable improvements which I would present are as follows: I. As regards the first and highest grade in the diplomatic service, that of ambassadors, I would have at least one half their whole number appointed from those who have distinguished themselves as ministers plenipotentiary, and the remaining posts filled, as at present, from those who, in public life or in other important fields, have won recognition at home as men fit to maintain the character and represent the interests of their country abroad.

To the Senate and House of Representatives of the United States: A convention having been entered into between the United States and the King of the French, it has been ratified with the advice and consent of the Senate; and my ratification having been exchanged in due form on the 2d of February, 1832, by the Secretary of State and the envoy extraordinary and minister plenipotentiary of the King of the French, it is now communicated to you for consideration in your legislative capacity.

The British plenipotentiary at the Spanish Court was still further to complicate matters the agent for the South Sea Company. The convention provided that certain set-off claims of Spain should be taken into consideration as well as the claims of England.

In this connection it may be noted that all the nations of the Western Hemisphere, with one exception, send to Washington envoys extraordinary and ministers plenipotentiary, being the highest grade accredited to this Government. The United States, on the contrary, sends envoys of lower grades to some of our sister Republics.

The last suspension of arms was only for a fortnight, and it remained for us to consider what should be done the two parties being obstinately bent on the maintenance of their different rights the Germans insisting on the line from Apenrade to Tondern, and the Danes insisting first upon a line extending more to the south than that which the British Plenipotentiary had proposed in the Conference, and afterwards agreeing to that line, but declaring that they would make no further concessions.

The sun lolling up in a red ball, the birds, twittering and flying about while the heat of the day is not severe, showed themselves in a new light; and thus the 20th June is ushered in so complaisantly, when all the world of men appear merely tired and watchful, that the contrast makes one wonder, and at nine o'clock once more our Ministers Plenipotentiary and our Charges d'Affaires gather their eleven estimable persons together at the Legation of the doyen.

Representations on the subject will be immediately given in charge to our minister there, and the result shall be communicated to the legislature. "It is with extreme concern I have to inform you that the person whom they have unfortunately appointed their minister plenipotentiary here, has breathed nothing of the friendly spirit of the nation which sent him.

The Senate finally agreed to the nomination of Richard C. Anderson, of Kentucky, and John Sergeant, of Pennsylvania, as envoys extraordinary and ministers plenipotentiary to the assembly of American nations at Panama, and Congress made the necessary appropriation. The delay proved fatal to the plan, however, for the American delegates did not reach Panama until after the congress had adjourned.
