Yet in the air was a curious stagnation that had fallen within the hour and brooded over the city like a palpable thing. It was hot and close and lifeless; stale smells from the streets reeked into the nostrils, and from the Pasig came a heavy, sickish odor of river vegetation.

Below the customs house in Manila, close to the embankment of the Pasig River, on the Binondo side, opposite Fort Santiago and the Walled City, there is an ancient adobe building thatched with nipa. Its narrow door opens on the waterfront. High and narrow windows, devoid of glass or shell, are mere slits cut through the walls.

The stream that furnishes pure water to Manila is from the mountains, and tapped near the mouth, where it empties into the Pasig, seven miles from the city. Manila is widespread, and of structures whose height has been moderated by experience of earthquakes.

We swept up the Pasig with Fort Santiago and the ancient city wall on the right; and, on the left, warehouses, or bodegas, a customhouse with a gilded dome, and everywhere the faded creams and pinks of painted wooden buildings. Some of the roofs were of corrugated iron, but more were of old red Chinese tiles, with ferns and other waving green things sprouting in the cracks.

General Merritt did not tolerate any folly about "joint occupation," and sharply demanded the insurgents should restore the city the water supply from the mountain stream that is diverted from the Pasig to the city, and Aguinaldo claimed credit on the water question in these terms of prevarication and presumption.
