No sooner had the delegates convened and chosen George Washington as presiding officer, than the two opposing sides of opinion were revealed, the nationalist and the particularist, represented by the Federalists and the Anti-Federalists, as they later termed themselves.
Both, therefore, in a manner, recalled the forces of fiction from the rather straggling and particularist courses which it had been pursuing for the last quarter of a century.
But a particularist among surgeons would have found much to disapprove of in this room. Cracks in the stone floor let in migrating bands of red ants that no disinfectant would drive away. Arrow slit windows, high up in the walls, gave ingress to the African swallow, redheaded and red-backed, whose tuneful song was a perpetual delight.
Bismarck's distrust, which amounted almost to hatred, depended, however, on his fear that the new policy would bring about the ruin of Prussia. He took the extreme Particularist view; he had no interest in Germany outside Prussia; Würtemberg and Bavaria were to him foreign States.
Though, at first sight, this Constitution seems to be strongly influenced by the American example, it marked merely the triumph of the particularist tendencies of the Middle Ages and a reaction against the dogmatic and centralized rule of Joseph II. It secured the predominance of the nobility and the clergy and the maintenance of the old States, while preserving the Church against any attempt at secularization.
After setting the whole Anatolian coast from the Bosporus to Pamphylia and even Cyprus in a blaze for two years, the Ionian Revolt failed, owing as much to the particularist jealousies of the Greek cities themselves as to vigorous measures taken against them by Darius on land and his obedient Phoenicians at sea.
The Free Press gives you the truth; but only in disjointed sections, for it is disparate and it is particularist: it is marked with isolation and it is so marked because its origin lay in various and most diverse propaganda: because it came later than the official Press of Capitalism, and was, in its origins, but a reaction against it.
All that seems tribal and particularist is explained away, and the spiritual aspect of every chapter of every word almost of the Torah is emphasized. Philo expounds the sacred book, not of one particular nation, but of mankind. The Roman and Greek peoples were waiting for a religious message which should at once harmonize with rational ideas and satisfy their longing for God.
Such historians divide even these rude tribes sharply between the patriarchal and the particularist. The particularist commune developed from the estate which was self-sufficient, isolated, and independent. When they were associated together it was for special and limited purposes, so that independence might be infringed upon to the least possible extent.
On the whole, the new system is less centralised than that of the North German Confederation had been; and many of the Prussian Liberals, with whom the Crown Prince of Prussia very decidedly ranged himself on this question, complained that the government was more federal than ever, and that far too much had been granted to the particularist prejudices of the Southern States . To all these objections Bismarck could unanswerably reply that it was far better to gain this great end without bitterness, even if the resulting compact were in some respects faulty, than to force on the Southern States a more logically perfect system that would perpetuate the sore feeling of the past.
