The love of independent self-government, born of the geographical necessities of the situation, stamped itself upon these people so indelibly, that Englishmen and Americans bear the seal to this day. This change from the patriarchal to the particularist family took place in this German race, and took place not in those who came from the Baltic plain, but in those who came from the Saxon plain.
After the Napoleonic invasions, in the course of a century, Germany, which a hundred years ago seemed of all European countries the least disposed to militarism, had developed into a great military monarchy. From being the most particularist country Germany had in reality become the most unified state.
This last clause was introduced far more to pacify the Northerners, who strongly objected to these negotiations, than to further Orange's personal ambition. It shows once more the privileged situation occupied by the three provinces and their strong particularist tendencies.
The Madonna was a fit instrument for sweeping away the particularist tendencies of the past; she attacked relic-worship and other outworn superstitions; like a benignant whirlwind she careered over the land, and these now enigmatical shapes and customs fell faster than leaves of Vallombrosa.
It is claimed for these Teutonic tribes, that those of them which drifted down from the Scandinavian peninsula, are the blood and moral ancestors of the particularist nations now in the ascendant in the world.
Her government was singularly ineffective, the decentralization being such as often to permit the separatist, the particularist, spirit of the provinces to rob the central authority of all efficiency. This was bad enough.
Julia alone was conscious of a certain restraint, knew that behind all the deep feeling and splendid hopefulness of Maraton's words, there was a sense of something kept back. It wasn't what he had meant to say. Something had come between Maraton and his passionate dreams of freedom. He, too, had become a particularist. He, too, was content to preach salvation piecemeal.
It is possible that suppressed rage at his own misfortunes found vent, and, for him, very healthy vent, while it did harm to no one, in a somewhat too aggressive patriotism, of a kind more particularist than was usual with him.
"Tippercanoe" proved an excellent speculation for the Whig leaders. Tyler was a Southerner and an extreme Particularist. He had been a Nullifier, and his quarrel with Jackson's Democracy had simply been a quarrel with his Unionism. His opinions on all subjects, political, administrative, and fiscal, were as remote from those of a man like Clay as any opinions could be.
It remained the Nationalist as against the particularist or State's rights party, and in so far it remained absolutely sound; for little permanent good can be done by any party which worships the State's rights fetish or which fails to regard the State, like the county or the municipality, as merely a convenient unit for local self-government, while in all National matters, of importance to the whole people, the Nation is to be supreme over State, county, and town alike.
