One of the first things the Mormons always did in establishing a new settlement was to plant fruit and shade trees, and vines, and the like, so that in a very few years there was a condition of comfort only attained by a non-Mormon settlement after the lapse of a quarter of a century.

Stover, incumbent at San Juan. A notable arrival, October 9, 1890, was David K. Udall, called from Kane County, Utah, to serve as bishop of St. Johns ward.
Of this territory Brigham Young was Governor, but other non-Mormon officials were sent from Washington. Very soon there was trouble between the Mormons and these non-Mormon officials and, one after another, they returned to Washington saying that it was useless for them to remain in Utah.
