Every war, then, arises from some conflict of wills between two human groups, each intent upon some political or civic purpose, conflicting with that of his opponent. War and all military action is but a means to a non-military end, to be achieved and realized in peace.

For my own part, I have had opportunities of observing them merely in dangers of a non-military kind, and have often admired the perfect coolness displayed. Even an epidemic alarms them only when it attains a certain degree of intensity. Once I had a good opportunity of observing this on board a large steamer on the Volga. It was a very hot day in the early autumn.

Everywhere hacks, private carriages, cabs, wagons, light and heavy, and carts, frail or strong, carts for bread or meat, for bricks or milk, were bearing fugitives old men, young mothers, grandmothers, maidens and children with their trunks, bales, bundles, slaves and provisions toward the Jackson Railroad to board the first non-military train they could squeeze into, and toward the New and Old Basins to sleep on schooner decks under the open stars in the all-night din of building deckhouses.

"You're not very smart-looking," he said, eyeing Helmar's non-military appearance with a glance of contempt. "I can't help that," said George. "You said, 'come at once, so I came. It's no use finding fault with my appearance now, you should have thought of that before." "All right, I don't want any cheek, only when you go before the Colonel you are supposed to look smart.

In view of the variety of grades of civilisation then co-existing in Gaul and Britain, it is not improbable that the development of the non-military professional class varied very considerably in different districts, and that all the aspects of Druidism which the ancient writers specify found their appropriate places in the social system of the Celts.

Characteristically, therefore, the contemptuous phrase has become current both in the German army and navy "das Civil" when speaking of the non-military elements of the nation.

I urge the Congress promptly to approve our participation in its construction. Sixth, military and non-military measures for continental defense must be and are being strengthened. In the current fiscal year we are allocating to these purposes an increasing portion of our effort, and in the next fiscal year we shall spend nearly a billion dollars more for them than in 1953.

I consulted with men like Major-Generals Wood and Bell, who were themselves of fine physique, with bodies fit to meet any demand. It was late in my administration; and we deemed it best only to make a beginning experience teaches the most inveterate reformer how hard it is to get a totally non-military nation to accept seriously any military improvement.

We looked so much the typical American tourists that we felt ashamed of ourselves, not because of our nationality, but because we revealed so plainly, to all the world military, our non-military antecedents. We bore the hallmark of fifty years of neutral aloofness, of fifty years of indifference to the business of national defense.

And so, while the German violation of existing international law had the uncomfortable result for Germany of bringing the United States into the war, the barbarous raids upon London caused the British at last to turn aside from their commendable abstention from air raids on unfortified and non-military towns and prepare for reprisals in kind.
