An English statesman who called on Pius IX. was somewhat surprised by the Pope saying that Italian unity was very well, but it was a pity it did not include Trento and Trieste. The case of Dalmatia is different; there the mass of the population is unquestionably of a non-Italian race, though that race is one which, whenever left to itself, seems created to amalgamate with the Italian.

On the wide region beyond Ravenna as far as the Alps non-Italian peoples were settled. At the western end of the plain the Ligurians began, who, mingled with isolated Celtic tribes, and settled on the Apennines from above Arezzo and Pisa westward, occupied the region of the sources of the Po.

At this point it will not be very difficult to assign a fitting place in history to this great trend of thought which is called Fascism and which, in spite of the initial difficulties, already gives clear indication of the magnitude of its developments. The liberal-democratic speculation both in its origin and in the manner of its development appears to be essentially a non-Italian formation.

Such saints were chiefly non-Italian: Byzantines or Africans who, by miraculous intervention, protected the village or district of which they were patrons from the manifold scourges of medi-aevalism; they took the place of the classic tutelar deities. But if the comparison be allowed, and extended to the jests of the non-Italian nations, we shall find in general that the joke in the French fabliaux, as among the Germans, is chiefly directed to the attainment of some advantage or enjoyment; while the wit of Arlotto and the practical jokes of Gonnella are an end in themselves, and exist simply for the sake of the triumph of production.

It struck the non-Italian members of the Council of Basle as something strange that the Archbishop of Milan should summon Aeneas Sylvius, who was then unordained, to deliver a public discourse at the feast of Saint Ambrose; but they suffered it in spite of the murmurs of the theologians, and listened to the speaker with the greatest curiosity.
