It is the capital of a state the population of which is nine-tenths of native blood. Fifteen native languages are spoken in the state to-day. While some of these are related to each other, they are distinct languages, not dialects, even those which are related being as unlike as the French, Italian, and Spanish.

Nine-tenths of the railroads, which in the old times had ruinously competed, and then, in the hands of the Accumulation, had been united to impoverish and oppress the people, fell into disuse.

It is with extreme regret that I feel myself under the necessity of acquainting your Excellency that it is impossible for me to withdraw the squadron from Maranham, so long as your Excellency continues to exercise the functions of President of this province; because it is evident that if your Excellency is left in authority, without the aid of the squadron, you must again have recourse to the assistance of the lowest order of the people, whom, on my arrival here, I found in arms in support of your Excellency, against nine-tenths of the upper classes of society, who continue to entertain the greatest terror of being left under the authority of your Excellency.

This time there is no escape, and a portion of the stock must be sold to avoid ruin and it is sold sometimes at a fearful sacrifice. This is no insulated case. He strove in season and out of season to raise the standard of instruction, to elevate the status of teachers, and to free them from the galling tyranny of priests. It is not too much to say that Paul Bert was the idol of nine-tenths of the schoolmasters and schoolmistresses in the French rural districts, where the evils he helped to remove had been most rampant. * November 21, 1886.

Cienfuegos has some twenty-five thousand inhabitants, a large percentage of whom speak English, nine-tenths of its commerce being with this country.

It was merely the ultima ratio, the possession of which would enable a nation to "speak softly" and walk safely along the road of peace and justice and fair play. The secret of Roosevelt's success in foreign affairs is to be found in another of his favorite sayings: "Nine-tenths of wisdom is to be wise in time."

While our manufacturing enterprises rank us next to England among the world's manufacturing producers, yet more than nine-tenths of our export trade with foreign countries is in agricultural products, such as: wheat, corn, cotton, tobacco, and beef and pork, which, under the present system of farming, are as much agricultural productions as the grain on which the ox and the hog are fattened.

To the objection urged against the third section of the proposed amendment, that it would disfranchise nine-tenths of all the voters of the South, Mr. Broomall replied: "This is a grand mistake. There were in 1860 one million one hundred and twenty thousand voters in those eleven States.

It clothes, feeds, and utterly maintains nine-tenths of its subjects. From the Esquimaux at Ungava to the Loucheaux at Fort Simpson, all live by and through this London Corporation. The earth possesses not a wilder spot than the barren grounds of Fort Providence; around lie the desolate shores of the great Slave Lake.
