Before the war, every Bulgarian man, being a soldier, was under a soldier's honour; and the preliminaries of the war, the preparations for mobilisation in particular, were carried out with a degree of secrecy that, I think, astonished every Court and every Military Department in Europe.

Worn out, excited, he could not sit down; his only thought was to go back again. The decree of mobilisation was to come out that day, war was certain, it was necessary, beneficial; some things must be put an end to, the future of humanity was at stake, the freedom of the world was threatened.

At last, at 7.20 p.m. on the next day, August 4th, the order for mobilisation was received, and conveyed throughout the county that night by the police and eager parties of volunteers. The plan of mobilisation had been closely studied in all its details, and worked with complete smoothness.

In this sense, concentration is mainly an administrative process; logically, it means the complement of the process of mobilisation, whereby the army realises its war organisation and becomes ready to take the field. In a second sense it is used for the process of moving the army when formed, or in process of formation, to the localities from which operations can best begin.

A week later a dozen Protestant women nurses arrived at Alexandria, where they were made unwelcome. Medical directors, surgeons, ward masters objected, bluntly declaring that they wouldn't endure a lot of women interfering and fussing and writing hysterical nonsense to the home newspapers. For a while confusion reigned, intensified by the stupendous mobilisation going on all around.

Both Goschen and Grey must have seen the snare. The former referred the proposals to Grey, who of course decisively refused them. Berlin papers which had announced the mobilisation were seized. White Paper, Nos. 91-97, 161. The retort that she did so only when she knew that Germany was about to throw down the gauntlet, seems to me far-fetched.

Announcement was made by General Alexander Brown that fifty thousand volunteers from Baltimore and the vicinity had already joined the colours and were in mobilisation camps at Halethrope and Pimlico and at the Glen Burnie rifle range.

"When the hubbub had subsided, your son, M. Rameau, proceeded, quitting mankind in general, and arriving at the question in particular most interesting to his audience the mobilisation of the National Guard; that is, the call upon men who like talking and hate fighting to talk less and fight more. 'It was the sheerest tyranny to select a certain number of free citizens to be butchered.

In the last days of July, 1914, backed by the Kaiser, he had opposed the mobilisation order sufficient to cause a three days' delay which his military opponents in German politics claim was the chief cause of the failure to take Paris but in the case of the Lusitania he was even more powerless against rampant militarism.

The authorities have been no less thorough with the civilian population. From the day of mobilisation all political life was suspended. The three parties of the Opposition, the Radicals, the National-Socialists, and the Progressives, were annihilated and their newspapers suppressed.
